While that will happen briefly Tuesday morning, by late afternoon, as the storm reaches the New York City area, it will get a boost of power that should accelerate winds to the strongest the region has seen since Superstorm Sandy. That added boost of energy will come from a merger with the jet stream, a strong river of air in the clouds diving south from Canada and into the Mid-Atlantic and Northeast. The jet stream will merge with the circulation of Isaias, delivering a jolt of energy and repowering the system.     ALBANY, N.Y. (AP) — New York City area residents should be prepared for heavy winds and rain from Isaias on Tuesday, Gov. Andrew Cuomo said. The storm was off the Florida coast Sunday and its maximum sustained winds had declined to 65 mph (100 kph). But it could batter much of the East Coast this week as the system is forecast to track up or just off the Atlantic seaboard. Cuomo said models project it will move over the New York City area, including Long Island and parts of the Hudson Valley, as early as Monday night but primarily on Tuesday. Some areas could see up to 3 inches of rain and 50 mph (80 kph) gusts, he told reporters during a phone briefing Sunday. Andrew Cuomo on Friday (July 31) directed state agencies to prepare for the effects next week of Hurricane Isaias on the Highlands and other parts of southern New York state. The hurricane is approaching the Florida coastline, and models suggest it could move up the East Coast and impact the lower Hudson Valley, New York City and Long Island early next week, the governor said. Forecasts predict the hurricane center will move over the southeastern Bahamas today and travel east of Florida on Saturday and Sunday. It could reach the New York City area on Monday night and into Tuesday, potentially bringing tropical-storm force winds of 39 to 73 mph.     A tropical storm could form and bring heavy rains, winds and even a small chance of tornadoes to the New York and the Northeast beginning Friday, according to a report. If the storm becomes strong enough, it’s slated to be named Fay as the record-breaking 2020 Atlantic hurricane season has already produced five named storms — meaning the next tropical storm must start with the letter “F,” the Washington Post reported. Fay would be the earliest “F” storm recorded — beating out 2005’s Tropical Storm Franklin, which formed on July 22, by over a week. The “F” storms historically haven’t arrived until early September, the outlet said. While it’s too soon to tell if it will turn into a tropical storm, the National Hurricane Center estimates Fay has a 70 percent chance of materializing. US Citizenship and Immigration Services, a fee-funded agency, says it's in the hole after having to close offices and put services on pause during the pandemic. Over recent weeks, the agency has been preparing to furlough more than half of its workforce unless Congress provides additional funding.
