Q: In the past, you have explained that the gas tax was used for a specific reason, such as for road improvements. Wednesday, I read your column, and under a complicated tax swap, money that had been marked for transportation now goes to public safety, local health and social services programs and city and county operations. What the hell! Did the money for roads get hijacked? Again? Tony Banks, Redwood City Like Mr. Roadshow’s Facebook page for more questions and answers about Bay Area roads, freeways and commuting. A: No. All state gas tax revenue goes solely for roads and highways and has for decades. Traffic officials say it’s a myth that transportation funds have been diverted.  “The facts are quite the opposite,” said Randy-the-MTC-Man. “It is transportation which has gotten billions of General Fund monies.” According to the Reason Foundation, California doesn’t divert gas taxes the way many...

Car buyers with zero label who have an average salary of about 20,000 euros per year and receive aid that will be approved within the Scrappage scheme they will pay about 1,031 euros in their next income statement, according to estimates by the Finance Technicians (GESTHA) for Sumauto, which groups the specialized vertical portals Unoauto, Autocasión and AutoScout24, among others. The Park Renewal Incentive Plan for the renovation of the park, endowed with 250 million, seeks to replace older and more polluting vehicles with cleaner and safer ones, such as those labeled “ECO” and “C”. Thus, in the first case, in which buyers can receive up to 1,000 euros in aid, the tax bill would become more than 240 euros for those who receive an average salary. For their part, buyers of vehicles with a “C” label, who can receive up to 800 euros, will have to pay an...

MINI was one of the first automakers to get into the modern electric car game back in 2009, but it didn’t stick. The 2009 MINI E was the company's first electric model. (MINI) The MINI E was essentially a converted Cooper Hardtop with a range of around 100 miles per charge that was available only for lease at a whopping $850 per month. It was intended to be more of a real-world test of the technology than a true production model. Just 500 were offered in a handful of states, then rounded up and returned at the end of their terms. (MINI) Fast-forward a decade and MINI has finally introduced a real-deal all-electric car that you can buy and keep. The MINI Cooper SE is … well, essentially a converted Cooper Hardtop with a range of 110 miles per charge, but there’s more progress than that makes it...
Providers, meanwhile, will need to ensure they have an insurance policy that covers all of their vehicles. Electric scooters will also need to be capped at 15.5 MPH (25 KMH), matching pedal-assisted e-bikes in the UK. Until now, electric scooters have been classed as ‘motor vehicles’ by law. Most of them don’t meet the design standards of a conventional car or motorcycle and were, therefore, illegal to use on public roads. It’s long been possible, however, to buy an electric scooter from high street retailers such as Halfords, and the number of people riding on roads and sidewalks has slowly risen over the last few years. Today’s announcement doesn’t affect private ownership, though the government has expressed broad interest in legalizing micromobility vehicles including electric skateboards. “E-scooters may offer the potential for convenient, clean and cost-effective travel that may also help ease the burden on the transport network, provide another...
Rented electric scooters will be legal to ride on some British roads starting this Saturday, July 4th, as part of trials to be held in cities around the country, BBC News reports. Around 50 councils are reportedly interested in hosting trials, with Middlesbrough listed as one initial site. The UK government is expected to make an official announcement soon. Privately owned electric scooters will continue to remain illegal to use on public roads. Today’s announcement marks a big step forward for electric scooters in the UK, which have been illegal to use on the country’s roads despite how common they’ve become in the US and other European countries. This is because the country’s preexisting laws treat them like traditional motor vehicles, saddling them with safety and legal regulations that are impossible for them to comply with. Laws also prohibit their use on sidewalks. The government’s announcement is expected to include...

As Elon Musk's Tesla has been talking up new battery technology development as part of the lead-up to the company's first-ever Battery Day for investors, Wall Street is buzzing about the difference the next generation of batteries may make. Vehicles with lithium-ion batteries, also used in cellphones, are expected to give way over the next few years to cars and trucks made with lithium-iron phosphate and other chemistries. This will cut costs, extend vehicle ranges to 400 miles...

Managing basic day-to-day supplies (electricity, gas, water, telecommunications) has been one of the economic keys to the coronavirus pandemic. On the one hand, because the Executive banned cutting service those consumers who could not pay for supplies considered essential. On the other, because a significant number of clients have requested power postpone the payment of bills until you have a more economical situation. More of 200,000 citizens have requested to postpone these payments, according to the aggregated data provided to Bolsamanía by the three large power companies Naturgy, Iberdrola and Endesa. That is one of the measures taken by the energy groups They have also tried to expand their service portfolio and prioritize relevant clients in the response to the crisis, such as healthcare personnel. The one that has postponed the most bills, according to these data, is Naturgy. The company chaired by Francisco Reynés it details that, in the...
Matthew Rozsa June 28, 2020 5:59PM (UTC) California just made history by becoming the first state to pass a rule requiring manufacturers of diesel trucks and vans to transition into all-electric sales by 2045. The California Air Resources Board (CARB) voted in favor of the provision during a virtual meeting after hearing from more than 100 speakers, according to the Fresno Bee. Known as the Advanced Clean Trucks Rule, the rule aims to have electric zero-emission trucks on the road by 2024 and to have nothing but electric zero-emission vehicles by 2045. : "Many California neighborhoods, especially Black and Brown, low-income and vulnerable communities, live, work, play and attend schools adjacent to the ports, railyards, distribution centers, and freight corridors and experience the heaviest truck traffic," the CARB explained in a statement. "This new rule directly addresses disproportionate risks and health and pollution burdens affecting these communities and puts...
News Brig Tesla may push the boundaries of automotive technology but its production process is a bit of a mess. In a recent initial quality survey from JD Power and Associates, Tesla customers reported 250 build defects (misaligned body panels, shoddy paintwork, things of that nature) per 100 vehicles. The national average is around 166 defects per 100 vehicles. But hey, at least you can spend $3,000 on an autopilot feature that probably won’t crash you headlong into a highway median divider. Probably. News Brig Pickups have grown to monstrous proportions in recent years — effectively becoming gussied up SUVs with open air trunks — often at the direct expense of their gas mileage. However, Ford is looking to move its pickup lineup to greener pastures with its 2021 F-150 hybrid. Its 3.5L twin-turbocharged V6 pairs with a 35kWh electric motor to deliver a whopping 700 mile range between fill...
HONOLULU (AP) — Drivers will no longer receive certain benefits for driving electric vehicles in Hawaii under a law set to expire at the end of the month. The Hawaii Department of Transportation has reminded electric vehicle owners that they will now be charged a fee for parking at most state and county parking lots and meters starting Wednesday, the Honolulu Star-Advertiser reported. Electric vehicle owners must also now pay an additional $50 surcharge with their registration fees. Democratic Gov. Neil Abercrombie enacted the law in 2012 that offered electric vehicle owners special license plates, which gave them numerous perks, including free parking and use of the High Occupancy Vehicle lanes. The perks served as incentives for residents to purchase more sustainable vehicles. Its disappointing to see the perks ending, said Herb Law of Honolulu, owner of a Tesla and BMW i3. Law suggested perks should be given to all-electric...

By Tina Bellon NEW YORK (Reuters) - The New York City Council on Thursday approved several bills that will legalize the private use of electric scooters and bicycles in the city's five boroughs, a change long-sought by food delivery workers and transportation advocates. The city will also create a shared electric scooter pilot program that will allow e-scooter companies to apply for permits to operate in the city, with the exception of Manhattan. E-scooter companies have long complained about not being allowed to operate in the largest U.S. city, with more than eight million residents, while permitted in dozens of other U.S. cities. The pilot program is scheduled to start by May 2021 and is expected to last no more than two years, according to the bill. Scooter placement should focus on areas underserved by the city's docked bike-share program, Citi Bike, which is operated by Lyft Inc. Electric scooter...

LORDSTOWN, Ohio (AP) — Vice President Mike Pence is headed to Ohio on Thursday for the unveiling of a new electric pickup truck being built by a start-up company in the massive factory that once housed GM’s Lordstown assembly plant. The Endurance is being manufactured by Lordstown Motor Corp., outside Youngstown, which is expected to sell for around $52,000 after federal tax credits. The company plans to hire hundreds of workers this year to build the truck. GM employed 4,500 workers at its peak in Lordstown. The GM plant closed in March 2019. Pence is scheduled to speak around noon and then attend an event with law enforcement and community leaders. While the state Democratic chairman called the event a misguided “photo op,” Democratic Rep. Tesla is showing signs that it wants to revitalize its rooftop solar business, with a new marketing push saying it offers “the lowest-ever cost to go solar in the United States.” This is a change of course for a company that has fallen behind its major competitors in selling rooftop solar at the same time its vehicle business is growing rapidly. Tesla bought the solar installer SolarCity in 2016, but then proceeded to lose much of the market share SolarCity had built. Tesla and SolarCity were already sister companies before the merger, located near each other in the South Bay and led by Elon Musk, who argued that the combination of the two would be a financial win. The deal was widely criticized at the time as a bailout for SolarCity, and Tesla continues to deal with the legal and business fallout. Since the merger, Tesla’s solar business has been...
The City Council is set to approve legislation Thursday that will finally legalize electric bikes and scooters in New York City. The three bills will legalize bicycles with electric motors that can travel up to 25 mph and scooters that can travel up to 20 mph across the Big Apple — and would require the Department of Transportation to set up a Citi Bike-style e-scooter share pilot program outside of Manhattan. “With the legalization of e-bikes that travel only up to 25 mph, and restrictions on impoundment to those e-bikes that don’t meet this standard, our delivery workers, who provided an essential service during the coronavirus pandemic, will feel safer in their daily work, supporting their families,” said Councilman Fernando Cabrera (D-The Bronx), the main sponsor of the legislation. The package is backed by Speaker Corey Johnson and should easily pass. “New Yorkers need more sustainable and safe ways to...

(CNN)By replacing the gasoline engine and transmission with batteries and electric motors, Mini has created the most all-around enjoyable Mini Cooper yet. Unfortunately, by packing it all into the smallest version of the car in the automaker's lineup, it also made it impractical for a whole lot of people who might otherwise love the idea of an all-electric Mini.Of course, Minis are designed to constantly remind you, the driver, that you are in a very small car. The dashboard is high and the windows are narrow, leaving you looking out at the world as if you're in a miniature tank. PHOTO VIA ADOBE IMAGESPointing to “range anxiety” as an obstacle to motorists driving electric vehicles, Florida Power & Light is asking regulators to approve a proposal that could lead to more vehicle-charging stations in the state. The proposal, filed Friday at the Florida Public Service Commission, would create a pilot program that includes the possibility of FPL operating vehicle-charging stations or partnering with businesses or governments in operating the facilities. The proposal involves what the utility describes as “fast charge” stations that allow motorists to charge electric vehicles more quickly than, for example, they can charge vehicles at home. While the number of electric vehicles on the road is expected to continue to increase, FPL pointed in the proposal to issues that need to be addressed, including costs at charging stations and motorist concerns about not having enough stations. “Widespread growth in EV (electric vehicle) ownership is dependent on a...
The Government is rectifying again. The fourth vice president and minister for the Ecological Transition and Demographic Challenge, Teresa Ribera, has announced that electric motorcycles will be eligible for aid from the Incentive Program for Efficient and Sustainable Mobility (Moves II) “From now on”, for which the Executive has corrected its “error” and has modified the text of the regulations presented last week. This was stated by Ribera at the press conference after the Minister council of this Tuesday, in which it has indicated that these aids to the automotive sector were already available for cars in the event that they are purchased by individuals, but the law did not include electric motorcycles. Other error” «We incorporated a small specific modification to explicitly describe that individuals can purchase from now electric motorcycles and avail of aid, “said the fourth vice president. In this sense, the holder of the portfolio for...
Rad Power Bikes, one of the top electric bike manufacturers in the US, is out with a new slimmed- and stripped-down city commuter called the RadMission Electric Metro Bike. This bike is no frills, with a single-speed drivetrain, a torquey 500W geared hub motor, and a battery that’s somehow smaller than Rad Power Bikes’ regular packs but just as powerful. But the real shocker is the price. The Seattle-based company, which is known for its value-based prices, is offering the RadMission at an introductory price of $999 — its cheapest model yet. That’s about $500 less than most of Rad Power Bikes’ lineup. (No word yet on what the regular, non-introductory price will be.) the real shocker is the price That will certainly help attract anyone emerging bleary-eyed from their coronavirus lockdown ready to get back to some semblance of normalcy, while also playing it safe and cautious. As the car market shifts toward electrification, many in the auto industry say diesel's days are numbered.   But new technology and a resurgence in some key segments show it might not be over yet.  Diesel has long been the powertrain of choice for commercial vehicles and heavy machinery of all kinds. But it was once also hailed in many countries as an excellent choice for achieving greater fuel efficiency and lower carbon emissions in ordinary passenger cars. However, diesel's reputation suffered serious blows from concerns over the pollutants diesel engines emit and from the Volkswagen diesel test cheating scandal that rocked the automotive world. Now, many governments and automakers are promoting electric and hybrid vehicles for efficiency, performance and emissions reduction. Yet diesel advocates see opportunity. The industry has stepped up the development of technologies that reduce harmful pollutants. Diesel vehicles now can run either partially or entirely on renewable fuel...
Melissa Rodríguez. Can they leave you lying? How much does it cost to charge them? How long do the batteries last? We solve your doubts about the electric ones. 1. Can you leave me lying? Yes, just like a gasoline-powered car. All electric models have autonomy indicators and energy regeneration systems to prevent this from happening. If it happens, the difference is that an electric vehicle cannot be towed. In the case of brands such as Audi, the user assistance team sends a platform to take the vehicle to the nearest dealer and recharge it there, according to Roberto Reynoso, e-tron project manager. Ford’s upcoming all-electric Mustang Mach-E will offer hands-free driving when it hits the road next year, the automaker said Thursday. The feature, dubbed Active Drive Assist, arrives six years after Tesla and four years after General Motors introduced similar features. It will be offered on several Ford models, but most notably on the electric Mustang, a crossover vehicle targeted at the Tesla Model Y market which will hit the road later this year. Ford said that Americans will be able to order the Mustang Mach-E in the fall with the high-tech hardware package, which includes extra radar sensors and a driver-facing camera, but noted the software won’t be ready until fall 2021. When the Active Driver Assist software is ready, users will be able to download an update for their vehicles. Tesla introduced its first semi-automated hands-free driver assist package, called Autopilot, in 2015. GM followed two years later...
(CNN)Owners of Ford's Mustang Mach-E electric SUV will be able to add hands-free highway driving technology to their vehicles late next year. In SUVs with this technology, drivers will be able to remove their hands from the steering wheel and pull their feet away from the brake and gas pedals while the vehicle essentially drives itself on selected major highways. The Mach-E will go on sale later this year, and the hardware to enable hands-free driving will be offered as an option. The software to enable the functionality, called Active Drive Assist, will be sold separately by the fall of 2021, Ford said. Drivers will either be able to install it at home through a download or at a Ford dealership. With new technology that will be offered next year, Ford Mustang Mach-E drivers will be able to drive hands-free on many highways.Ford had announced the Mach-E would eventually have this capability...
Tesla’s mulligan turned into a hole-in-one. (Tesla) The automaker has announced that the $74,990 Model S sedan has become the first electric car to break the 400-mile range barrier in EPA testing, a couple of months after the same car was rated at 391 miles per charge. The latest Model S Long Range Plus achieved 402 miles during a recent second evaluation, which was completed after Tesla complained that the original test was faulty, and marks an improvement of 32 miles compared to the 2019 car. HERE'S WHAT THE TESLA LOGO REALLY MEANS (Tesla) Tesla attributes the increase to a combination of an unspecified reduction in weight, more efficient motors, new aerodynamic wheel covers and a more aggressive regenerative braking system that recharges the battery as the motors slow down the car in concert with the disc brakes. And you may already be driving one. According to Tesla...
Tesla has become the first electric car company to offer 400 miles of range on one battery charge. The company announced that its Model S sedan - at least the units labeled 'Long Range Plus' - have been given an unprecedented range of 402 miles by the EPA. 'Starting today, all North American Model S Long Range Plus vehicles have an official EPA-rated range of 402 miles,' said the company in a press release. The coronavirus hasn’t sidelined General Motors self-driving car plans. Speaking during a "fireside chat" hosted by the Automotive Press Association, GM CEO Mary Barra said development on the automaker’s Cruise Origin autonomous ride-hailing vehicle has continued in recent months and that it is on track to launch a public service soon. (Cruise) “It will be quicker than most people think right now, based on the technology advancements I’m seeing with the team,” Barra said, without offering a firm date. The company had previously targeted the end of 2020, but delayed that indefinitely as it continued to work on the tech and the vehicle, which features sliding doors and two bench seats facing each other. It will be operated initially within well-mapped geofenced areas. (Cruise) Barra also addressed the challenges of introducing a shared vehicle service in the shadow of a pandemic, pointing out that the Origin’s cabin materials...
In the first quarter of 2020, domestic automakers saw their sales fall by nearly one-half from a year ago. This was due mainly to the Covid-19 crisis, which shuttered factories and dealerships, and put millions of people out of work. With the ranks of the unemployed now including nearly one in every seven American workers, and recent reports suggesting that many of the lost jobs will never return, the forecast for the car industry looks uncertain at best. The situation has gotten so terrible, in fact, that it might be taken as a form of opportunity. Now is the time for a massive rethinking of our automotive and vehicular future. To rescue the American auto industry, and our world, we should launch a massive, coordinated private-public partnership: the Green-Car New Deal. This intensive investment would save existing jobs and create new ones as it hastened a large-scale shift by...
Honda was named the most fuel-efficient full-line automaker in America by the EPA in 2019, with an overall fleet rating of 30 mpg, and it got there by batting for average. (Honda) It doesn’t make any gas guzzlers, but it’s also never had a home run on the hybrid or electric sales charts. Now it has one that could go long ... between fill-ups. (Note: Tesla only offered three models last year and didn’t qualify as a full-line automaker.) The 2020 CR-V Hybrid is Honda’s first hybrid utility vehicle and was designed to take on the best-selling Toyota Rav4 Hybrid. Like the Rav4, it’s a low-key green machine. Aside from a couple of hybrid badges, it looks pretty much the same as the conventional models, all of which received a blink-and-you’ll-miss-it makeover for 2020. HONG KONG (AP) — China’s auto sales surged 14.5% in May, a second straight month of growth as the global industry’s biggest market gradually recovers from the coronavirus pandemic. The China Association of Automobile Manufacturers said Thursday that sales of passenger cars jumped 7% from a year earlier to 1.67 million, an improvement over April’s 2.6% contraction. Growth in passenger vehicles was primarily driven by sales of SUVs and minivans, which jumped nearly 20% and 47% respectively from the same period the year before. Passenger vehicle sales tumbled 27.4% from a year earlier to 6.1 million in January-May, the CAAM said. The industry has been hammered by the coronavirus pandemic and worries over the slowing economy and a possible revival of trade tensions with the U.S. Sales plunged 81.7% in February at the height of the coronavirus outbreak, as dealerships and other businesses were shut down...

DEARBORN, Mich. (AP) — Ford and Volkswagen will each offer a small city van, a larger cargo van, a small pickup truck and an electric vehicle as part of their global alliance announced last year. The companies announced some details of what the venture will yield Wednesday, with the city van created by VW and a 1-ton cargo van engineered by Ford to be sold by both companies. Also, VW will make a small pickup built on the underpinnings of Ford’s Ranger, and Ford will build an unidentified electric vehicle for Europe based on VW’s modular design, the companies said. The automakers announced the alliance last July amid a string of industry partnerships and acquisitions to share the expensive cost of designing new vehicles and developing new technologies. The first products under the deal will be the vans, which would come as early as next year. VW would start...

And you thought its vacuum cleaners cost a lot. Appliance giant Dyson has revealed new images and information about its very expensive effort to build a production electric car from scratch. The company had hoped to leverage its experience with electric motors and batteries into a successful automotive effort, but founder James Dyson pulled the plug on the project after spending $600 million because he determined it wouldn’t be a financially viable endeavor. The first model planned was a seven-seat SUV with a projected range of 600 miles per charge, 50 percent more than the best Tesla can provide today. WAILUKU, Hawaii (AP) - The electric company and the coronavirus are responsible for Hawaii residents moving into the future faster than other Americans. Unprecedented declines in energy use and power generation during the pandemic created a slight electrical frequency disruption, The Maui News reported Thursday. General Motors is developing an electric van aimed at business users, joining a growing list of carmakers planning EVs for the same segment that includes customers such as Amazon and UPS, five people familiar with the plans told Reuters. That multibillion-dollar strategy could enable GM, Ford and at least two EV startups to build and deliver more electric vehicles at a time when consumer demand for battery-powered models is still a small fraction of overall industry sales, while targeting a potentially lucrative market segment that Tesla has yet to address. GM’s plan to develop an electric van has not previously been reported. The No. 1 US automaker did not confirm the van, but has said it plans to introduce at least 20 new all-electric vehicles by 2023, in a variety of body styles including sedans, trucks and crossovers. Suppliers familiar with such plans at GM and Ford told Reuters the...
London (CNN Business)Germany is spending billions of euros on subsidies that will slash the price of electric cars as part of a huge economic stimulus package that could help automakers such as Volkswagen to sell vehicles that are better for the environment. The German government will double existing subsidies to €6,000 ($6,720) on electric vehicles that cost up to €40,000 ($44,800), according to Chancellor Angela Merkel's Christian Democratic Union party. The total incentive increases to as much as €9,000 ($10,080) when the existing contribution from manufacturers is included. For proof that Leonardo DiCaprio can’t save every film he touches, look no further than “And We Go Green,” a languid documentary about the electric car racing circuit. DiCaprio, who is a producer of the film, makes a cameo in the 26th minute, adding a dash of Hollywood glamour but not really helping clean up this messy project. For a film about super-fast cars making hairpin turns at hundreds of miles per hour, it really meanders. The documentary’s spine is the fourth Formula E championship of 2017-18, which had 12 races in 10 cities, pitting 20 drivers from 10 teams. It begins with a false start in Hong Kong and ends with the crowning of a winner in New York. Along the way, we have quite revealing snapshots of the drivers. Some are arrogant, others more humble. Tesla CEO Elon Musk may have had his issues with California’s government officials over their handling of the coronavirus crisis, but things couldn’t have been better with the state’s car buyers early this year. David Paul Morris/Bloomberg via Getty Images According to the California New Car Dealers Association, the Tesla Model 3 was the best-selling vehicle in the state during the first quarter of 2018, marking the first time an electric car topped the list. Data collected by the association found that 18,853 Model 3s were registered during the period, with the Honda Civic a close second at 18,001. The Toyota Camry, Toyota Rav4 and Honda Accord rounded out the top five. Tesla does not release sales results for individual states and countries, but said it delivered a combined 76,200 of the Model 3 and related Model Y utility vehicle globally during the first three months of the year. ALBUQUERQUE, N.M. (AP) - New Mexico’s largest electric provider is asking state regulators to consider a proposal that would allow it to recover fixed service costs independent of how much electricity is actually consumed by customers. Public Service Co. of New Mexico is pursing what is known as decoupling, pointing to uncertainty amid the coronavirus pandemic. The utility recently filed its request with the Public Regulation Commission after announcing its intensions to shareholders in May. “Decoupling is designed to collect fixed costs – no more, no less,” PNM Director of Pricing Stella Chan told the Albuquerque Journal. “If we over collect, we’ll credit that back to customers, and if we under-collect, we’ll charge customers the difference to recover the costs we incurred.” TOP STORIES George Soros, 89, is still on a quest to destroy America Chattanooga police chief tells officers OK with George Floyd death to turn in...
