Approved unanimously by the Longmont City Council on October 13, the new ordinance allows medical dispensaries to start delivering within the town starting on October 26. But it may take longer before patients will actually see medication being dropped off at their doors. While marijuana stores don't need to be located within Longmont city limits to qualify for this new program, they must be licensed for delivery by the state Marijuana Enforcement Division as well as the City of Longmont. Hair salons and barbershops are still encouraged to provide outdoor services as much as possible and salons already operating outdoors should continue to do so while using the 25% indoor capacity for services that cannot be offered outdoors, city spokeswoman Lisa Derderian said. The reopening coincides with the launch of the state’s “Blueprint for a Safer Economy” framework, which groups each county into one of four colored tiers based on metrics relating to the number of cases of COVID-19 and the amount of testing in the county. In a decision Tuesday night, the city council authorized casinos to expand their operations into their private parking lots and additional retail and personal service businesses, such as art studios and dry cleaners, to move onto public sidewalks and into parklets. Councilwoman Maya Esparza was the only council member to vote against allowing the city’s two cardrooms — Bay 101 and Casino Matrix — to operate outside, citing concerns for health and public safety.     Good news came to Santa Cruz County on Monday, as Gov. Gavin Newsom announced officials there may begin reopening indoor gyms, hair salons and other businesses. Based on its improving coronavirus transmission and hospitalization statistics, Santa Cruz County has been removed from the roster no one wants to be on: The state’s “county monitoring list.” Counties that land on that list must adhere to more restrictive shelter-in-place rules. “This is a dynamic list,” Newsom said. “People come on, people come off.
