Authorities identified the man as 21-year-old Andrew Pohahau, of Redwood City, and said he had a gunshot wound when San Mateo County Sheriff’s Office deputies arrived after being called to the 400 block of 5th Avenue around 11:25 p.m. In a statement, sheriff’s office Sgt. In a statement, police said dispatchers learned of ShotSpotter reports of gunfire near the 2900 block of Capp Street around 6:35 p.m. Saturday and added that officers saw vehicles struck in the shooting, followed by several armed people they believed were involved fleeing the area.     ALAMEDA — Teachers and school district officials have reached a tentative agreement for reopening elementary schools for in-person hybrid instruction next month. As a result, the district has moved the first day of in-person instruction to March 15. The Alameda Unified School District and the Alameda Education Association, which along with teachers, represents nurses, speech and language pathologists and counselors, have been negotiating about how best to reopen during COVID-19 since November. Both sides signed the memorandum of understanding on Wednesday, which outlines safety precautions that need to be taken before staff and students can return to campus, including daily health screenings for all employees and students, and upgraded ventilation and air filtering in schools.     HAYWARD — Most of Hayward’s 21,000 public school students will remain studying at home until the fall, despite other school districts looking at getting elementary school students back into classrooms within the next few weeks. Students in special education or who are considered housing insecure can start some in-person learning on Feb. 22 if Alameda County meets state guidelines for infection rates.
